I'm still not sure what that chart means. Is that people who are eligible, or who are actually receiving payments? Seems like neither, because there are hundreds of millions of people too young to be eligible, and hopefully we're not paying out 400MM people worth of payments. If the chart is just a list of people who aren't recorded as dead, it doesn't seem surprising that lots of very old people wouldn't have been registered as dead (maybe they're perpetually lost/missing, maybe a death certificate is required). Anyway, I'm going to wait until the size of the actual fraud is demonstrated.
