when your on a special list to do special research on more restricted pathogens, yea not hard ot imagine at all. And with bacteria, I imagine it quite easy as far as that type of thing goes. We did it 'accidentally' with over use of antibiotics, so can't be all that difficult in a controlled lab environment.
