Civil service is rarely well-placed to make literal value judgments, and without a defined policy, this will get kicked back out of sight to a minister, which I assume is what Badenoch really wants.
What we need is a transparent discussion of what value, to whom, how fair that is, how much it caters to existing privilege, or counter to it. Our system is crap at that.
