Other states have basically already capitulated in total. Nevada and Texas especially. Basically full permission no regulatory control at all. Stopping the industry in California would just move the trial operations elsewhere, but at the cost of letting the industry proceed without having to learn how to work in a high regulation environment. Not sure that would be a win for California.
