PoW on public keys, although useful to prevent some level of Sybil attacks and potential spam, is very inconvenient for most users. Paying a fee to be admitted to a relay is a much more useful and convenient for both the relay operators and users.
As a result, Eden Nostr Land has admitted 160 users to date while the PoW32 relay only had 22.
