"Brazilians are not the Brazilian government" is a non-argument (using Brazil here as a neutral example), almost a fallacy.
The intended effect is to say "the government has nothing to do with its people", as if they are completely separate. They aren't. The Brazilian government is a *subset* of Brazilians, and represents *some* of it. The government is by all means a product of the culture of the population.
