It's definitely a function of several exacerbating factors (the Bay Area has a notoriously high cost of living to begin with), although the easiest depending on the nature of the program the student attended would be to allow for all but key sections to be completed remotely. Reducing in person requirements to twice per semester, or even monthly would be a vast improvement from the 230+ flights they logged to meet daily in-person attendance requirements.
