If the Gov't wanted to foster innovation in Aotearoa, they'd ensure that scientific teams they already have are allowed to 'get on with their work', with stable funding, and without needing to spend a substantial part of their attention on anxiety related to funding, applying for funding, and tuning their work to make it appeal to the underqualified people by whom their applications are usually judged.
