Not "everyone" will be able to use bitcoin privately, ONLY those that know what they are doing, using the appropriate tools in the appropriate ways, times, and places.
This "word salad" relates to issues of Law, as no legal authority has jurisdiction over everyone in all things. Every authority can only enforce their regulations upon certain "persons" in specific situations regarding specific subjects. Know who we are enables us to recognize not only who our peers are, but also who may have jurisdiction over our behavior in some instances. This relates not only to residency and citizenship, but also to public/private contracts. i.e. Public entities created by public authorities using 'their' paperwork operate under the jurisdiction of those public entities tasked with protecting the general public. While, private contracts between private entities that have been created with privately drafted paperwork may operate in the "private domain" outside the jurisdiction of the public authorities.
This is commonly used by private establishments to enable activities like alcohol sales, gambling, and drug prohibitions to have no authority over the Private Membership Association. Whether, that's a Golf, Poker, or Smoker's Club/s. This same understanding can be applied to manage compliance risks so in-person DEX private Trading Circles, too.
These same understandings can be applied to our social media accounts, email/domain addresses, and phone numbers, as well as our devices, Sim cards, and access providers.
