The EU isn't responsible for much of anything, they are just not powerful at all.

European countries have a concept of what might be called a "trademarked process". It's not a trademark that anyone can own, but it means if you don't follow the exact process that has been defined you cannot use the name. Things like fois gras, pain tradition, and many kinds of cheese are so regulated. And since people tend to like traditional foods, there isn't a lot of flexibility to mess around with ingredients.

I think the other main reason why Europe doesn't have terrible food like the US does, is because each European country is protective of it's own businesses only. So if a German company started making garbage food, French and Italians would have no interest in allowing that in their market - likewise if it was a French company, Germans and Italians would not be interested, etc.

The EU *does* have fairly good regulations on chemical food additives, but the EU has so little power over Europe that this should be considered more an effect than a cause.
