One of the problems with targeting inflation is central banks end up driving by looking in the rear view mirror. They make decisions based on the past. Another problem is that measures of inflation are not well defined. They come from a basket of goods and services that are selected through a subjective process.
Switching to targeting employment has the same problems, as far as I understand it.
