My company culture is such that there's no expectation of camera's being on, though some of my partners default to camera on but don't expect us to. There is some measure of disrespect in not giving a meeting your full attention, though again, corporate culture is such that ever meeting has 27 people invited more than half as an FYI and not for meaningful contribution.
