"content": "Depends. If you dial the subscriber's \"local\" number (+44 for UK, +1 for the hot mess that is the NANP, etc), the recipient bears the cost of the satellite leg of the call. If you dial +8816/+8817, the sender bears the cost. I might be wrong, tho. It has been a while and things may have changed since then.",
