He wouldn't go after GitHub, since they can defend themselves. Instead, he goes after individual open source developers who uses GitHub – that's the danger.
There's a feature request filed with GitHub to block certain countries on a project/organization level to prevent such attacks, but it looks unlikely to be implemented:
