Does anyone have any suggestions for a decent (Windows) photo editing program other than GIMP?

Free is great but I’d pay a nominal fee for the right fit, too.

I never need to do much on it:
- minor adjustments to lighting and hue
- cropping
- changing resolution (screen to print resolution and reverse)
- cobbling together thumbnail imagery for the likes of Fiverr, etc

… and appreciate a learning curve is expected, but I find GIMP more frustrating than anything.
