Apple can close that by only registering phone numbers of verified Apple IDs, but you don’t need an Apple device to get an Apple ID, just a phone number you can verify. Beyond that, Beeper reversed engineered the system, so there are no bugs to fix. Apple would need to reengineer some element of iMessage and do so without breaking it for anyone. That is not a quick and simple task.",
