Flotilla is aiming to have most of that, from what I understand. hodlbod (nprofile…ee77) can correct me. Some things we need for truly private groups are being worked on by JeffG (nprofile…hppf) , too.
Flotilla requires the admin to run a relay. To restrict access to that relay, you need a relay implementation that allows you to make the default access for all users a denial, and then set a whitelist for who is permitted to access it. To remove members, you would remove them from the whitelist at the relay level.
