tbh, the latter sounds ridiculous😬
It's like if someone came to your house and branded you with a hot iron every day against your will because you live in a certain town/state but if you don't want that, you can simply just pay 1m dollars to NOT get branded or simply move to a different state.
You shouldn't have to pay money to not be violated.
