early fedi, it was used cause the network was just so small and barely interesting enough to check in on. so strong moderation was necessary cause you'd see stuff from people you didn't follow. and it might drive away the few users on the server.
on very fediblocked servers, you can't follow many accounts elsewhere. so you go there and see meme floods ala Adam
