A couple of thoughts come to mind. First, how much of that in the state sector is because claiming SEND support is one way that schools get around budget cuts? (1a) Maybe if they had smaller classes and more TAs, fewer kids would need an SEND assessment because they could be catered for in normal classes. Second, similarly, for private schools - do they get SEND funding from public funds? (2a) If so, does this explain why the numbers have almost doubled?
