All we need is a routing protocol that establishes IP connectivity in difficult and complex topologies. Make it difficult to censor and you have a winner.
Maybe a new addressing scheme is necessary but it should incorporate most existing internet standards.
A more complete project is Yggdrasil. It is an experimental routing scheme that used IPV6 addressing.
