There are more and more papers published as CC-BY. This means any journal can republish them if they so choose, with attribution; and what's more, can re-review them as they please, and publish the reviews alongside, if they so choose.
Why this isn't happening is worth considering. After all, ensuring that highly cited papers pass muster is but a step before attempting replication.
