There are mini PC options out there that can still fit a desktop graphics card. Slap on Windows or Linux, install Steam and then set Steam to auto boot direct to Big Picture Mode, bam, you now have a Steam Machine.
I'm not sure if Valve is a large enough company as a hardware manufacturer to be able to justify investing into manufacturing & supporting another HTPC endeavour. They already learned that partnering with others doesn't work as well as they initially thought, so they'd have to do it themselves. Also, one major reason the Steam Deck works is due to its versatility...
