Gov used to claim too costly to check what happened after custody (https://assets.publishing.service.gov.uk/media/5a808a3b40f0b62305b8bbe3/2017-02-23_Custody_Image_Review.pdf). That seems a system prerequisite, not an excuse. An open and shut case for data protection by design if there ever was one, but where is the enforcement?
