when it comes to English: Old English as spoken before the Norman Invasion resembled Old Norse quite a bit. the Romans were in England but that was before the Anglo-Saxons came and wiped out pretty much all traces of Celtic and Latin there.
it's accurate to say that Latin is the basis of the Romance languages though, as the language tree i shared shows. you can find many versions of that same tree in academic sources. there's wide consensus on this.
