There is a set monthly budget for CT scanning, and once that's been hit, that's it (sort of). I was flabbergasted when I learned this, years ago. There's no physical limit to how often a scanner can be run, beyond tube cooldown time, but on modern cameras that's trivial in most cases. It's 100% an artificial, staffing budget limitation.

I don't know when it was implemented, but I suspect that it's been in place for a while.
