Yes you can, I could send you bitcoin right now without the government knowing about it. It would also be literally impossible for any law to be created give everyone 21m sats, 1. They can’t take your bitcoin if they don’t know you have it, 2. 21 million sats per person will only supply 100 million people. I’m not responding to be a dick, or to offend you. 👍
