If a store has enough staff to make this system viable, it has enough staff to make their worries of theft not such a big deal.
If a person can quickly come and unlock a cabinet then that person is close enough that the items are watched.
But really such stores almost never have enough staff and I have often left because the line was not moving and seen many other people give up too.
"shrinkage" isn't mostly due to customers, supply chain theft is a bigger issue.
