Sorry if this is a noobish paradigm (I just got here) but aren't relayers and UI clients the places where governance would take place? I would think they could compete to provide difference forms of governance to different market niches (I'm just fast forwarding to a world where they charge a fee for a certain type of content curation). Are you referring to governance of the underlying protocol?
