I have a friend in Ipswich who's good with that sort of thing. He built his own E-Bike with a 20ah battery... it's good for about 100 miles. He bought the bare components and did his own wiring, the only ugly part is the battery box.
When the battery died on my late dads mobility scooter, he replaced the batteries inside it for about £30, a new battery unit was going to be around £180.
What you need is an electrical engineer who can diagnose the faulty cell or wiring and replace that cell or wiring.
Most e-bike servicing simply aren't knowledgeable to understand the electronics... You want some one who does that and avoid all 'bike repairers'
