That's why I've given up on using AppleID even before I've given up on everything else Apple — absolutely ridiculous security requirements.
I had to change email address of my old account recently — I'm no longer even using it, but just in case, so I still have access to it when the need arises. And I've been forced to set the security questions — I wasn't worried at this point as it USED TO BE possible to remove them after logging in. Turns out, there is no way to do it now.
Security questions is the most useless security feature one ever came up with. The ones who know your real identity might be able to answer them and take over your account. How does that improve security?
Of course you can set the answers to some random shit like I did, but in this case you might forget the answers yourself in time — so you have to write it down, how does that improve security?
