They make us believe the cost of the jets are ($X) and the reality is they are costing much less then ($X) it's more like we will say ($Y) and there is a left over amount of extra cash from the ($X) pool when the jet is built and ready for use. So what happens to that left over money ($Z).... Have to ever wondered who funds secret government experiments/studies/projects.. Well there to have it, the answer is WE ALL DO.. WITHOUT EVEN KNOWING
Example we are told 1 jet will cost 100,000,000
Reality it's costing 75,000,000 (per jet)
Government is left with 25,000,000 of secret money (per jet)
On paper that money is accounted for as it "cost" 100% of the 100,000,000 and no one ever questions it. That's the basis of how secret governments get there funding to continue doing experiments and conducting science completely in the black.. we need a change .. we need answers .. these secrets have been held for 100's of yrs.
