The president is not an absolute ruler, even of the executive branch. There are legal protections for employees who, in general aren't at-will. Which firings are legal is a complex question.

The idea that voters fully approve in advance of whatever the candidate they pick later does leads to nonsensical conclusions. It would mean that voters have ping-ponged over the years between the parties. Mostly voters choose the lesser evil.
