Well, considering it says on the side "CAUTION: DO NOT OPERATE GRINDER WITHOUT TRAY AND TRAY GUARD SECURED IN PLACE. NEVER REACH INTO ANY GRINDER INLET" I would assume that's the tray guard, and it's meant to keep you from reaching your hand into the meat grinder and having your fingers become hamburger.
Just a guess though.
I might also guess that the tray guard in the picture is incorrectly installed, and should be moved so that the hole in the guard is over the hole in the tray.
