The reason it is not possible is because there is no centralized server that could count how many times your note was served up for others to view it. A relay could possibly track how many times it was requested by clients, but each relay would be tracking it independently, and the client would need to request that information from ALL the relays where the note lived, and figure out how to eliminate duplicates, where the same note was requested from multiple relays for the same viewing. Not only this, but there would invariably be relays that the client couldn't connect to, didn't request the info from, or other reasons that it wouldn't have a full picture of the data. It's similar to the problem of accurately counting followers, but even worse.
