If you're just browsing a website, you're not making the work accessible (communicating it to others), so it's not really a usage restriction*. The language is a bit weird, because it can also apply to other works apart from software (like CC BY-SA 3.0). The licence was created by the EU commission, so I'm pretty sure it's legally sound.",
