I got my ROG Ally second hand very, very, very cheap from a guy who barely played it, so it was literally a steal (basically the guy managed to bring it with him from a trip and avoided the insane import tariffs we have, and then he sold it to me for almost the price he paid, so the thing cost 1/3 what a new one would cost here, and half of what a Steam Deck would cost), so the fact it ran Windows was not exactly a deciding factor for me.
But I know the guy who sold it to me bought an Ally precisely because it ran Windows instead of Linux.
There are people who are still afraid of Linux, and interestingly enough, it's the people who are a bit tech savvy, like this guy. He's into computers and gaming and messes around, and he wanted a Windows handheld because he felt more comfortable, since Windows is the only thing he messes with. A "tech illiterate" person won't mind using Linux in an handheld because they will just use it as is and treat it like a Switch.
Other people might want a Windows handheld because they are wary of some games not working in Linux, or because they want to specifically play a game that is Windows-only, like the ones with anti-cheat.
And Windows can be kinda usable. As I mentioned in the other post, I kept it on Windows because I wanted some functionality and features available through Armoury Crate that I thought I wouldn't have with a Linux distro. But I replaced the default Windows Home with Windows Enterprise IoT LTSC, which allowed me to have an offline account and avoid a ton of bloat, and now the system is completely out of my way, I deal just with the Armoury Crate interface.
