Well, is a matter of design philosophy, soviet and russian designers knew they had to idiot proof the stuff as much as possible as there was a real chance some drunk idiot would use it, meanwhile us designers since at least the late 70s have either gone with "they'll train the idiots how to use this" or outright had to comply with the requests of whatever armchair general that happens to know better than soldiers and gear designers...
