In New Zealand, bills have to be read before Parliament before they can be voted on. If they get amended, the bill is read aloud again. They have that rule and they're still an authoritarian commie prison island! (although a very beautiful one).
In 2008 I worked in health care and downloaded the Affordable Care Act. It was like 1200+ pages. I skipped around and read like 30 pages. No one who voted for that thing knew what was in it.
