Yes, it does look roughly the same across platforms. But it would have looked different than the final game (but still the same on all platforms) if they had kept the SNES as the priority platform.

Clearly the choice to change the visual style of the game wasn't technical. Maybe they perceived the Mega Drive audience to be different. Or maybe someone just took the chance to make changes. Who knows. We also don't know how it looked before.
