The one thing I would like to know is the percentage of stolen cars that are just being driven around town, as opposed to being sent somewhere else for processing or resale.
Arresting individually catalytic converter thieves didn't do anything to lower the overall crime rate until they actually busted the organized crime ring sending the converters to China for their valuable metals.
