I agree with you regarding this being strongly influenced by politics, but also what was being asked of Sweden would have been entirely diplomatically impossible. If the UK had made that demand of Sweden then Sweden would have cover, but it would have put the UK in an equivalently difficult position. There's just no universe where Sweden could justify ruling out extradition before receiving a request.
