Make some friends and purchase a half beef from a local farmer. The price per pound is less than you'd pay for crappy ground beef at the grocery store.
The problem for broke people is that you have to pay for the beef all at once and get a small chest freezer to store it (if you split it with a couple of friends then you don't have as big of a hurdle). Then you're saving money every time you eat beef.
