It's arguably authoritarian, it's certainly militaristic, and it's got this odd mix of having figured out that, yep, system subject to selection and not understanding what that actually means, but they do hold elections, they've got the rule of law, and being rich doesn't get you anything. The ideology is around an ideal of service and they make a point of accepting anyone's service; no idolatry of the ideal in the fascist style.
