I can't read the entire article due to the paywall, but in the first couple of paragraphs they mention long-term care insurance. I assume it is long-term care insurers that are refusing to sell coverage.
In Washington state where I live, there is a state-sponsored long-term care insurance plan funded by payroll deduction. Long-term care coverage denials for people with pre-existing conditions caused the state to step in.
A wealthy hedge fund manager sponsored a "citizens initiative" that was on the ballot last week. He was attempting to halt the state's long-term care program, but his initiative failed.
For-profit long-term care insurance is a scam. My husband's grandmother paid premiums on a policy for decades. After her aortic aneurysm she barely survived surgery and was heliported from Idaho to Seattle to receive care at a skilled facility.
She was there for months. A normal person would categorize this as long-term care, but because her condition required a certain level of skilled care, it didn't count. She died there and was never able to recoup any value for her years of premiums.
Her husband had the same insurance. He later moved into a so-called long-term care facility. The insurance paid only for a certain level of care. My mother-in-law had to visit there on an almost daily basis due to the low quality of care provided. For example, they left him sitting in urine and she had to do his laundry.
My mother also paid into a long-term care insurance policy for years and years. When it came time to move into a long-term care facility after she was diagnosed with dementia, my sister had to fight the insurance company for payment. My mom survived only three months in the facility. She died after catching COVID there (none of the staff were required to wear masks and so they didn't).
The insurance had not paid one penny to the facility during the three months and only coughed up the cash after she died and caused my sister months of grief fighting a battle that should never have been necessary.
