Negative, the Spanish left universities, printing presses, hospitals, way before the US had their own. If precisely the tendency to blame what happen 200 years ago instead of what their government (that teach socialism in schools) do today. That leads to the self inflicted wounds. Koreans cry less about WWII Japan than LA cry about Spain 200, 300, 400 years ago, its the scapegoat.
And US government (no us people) do have a bested interest in keeping others down (e.g. petro dolar), even today. But way more with US interventionism last century.
