Basically I think a pay to relay small fee or membership will be needed before a relay accepts your message.
Alternatively a relay could allow events from a trusted relay, with the expectation that the other relay had a sufficient paywall.
And along side all that, relays (even paid) could accept a minimum proof of work embedded in each event. Then it should be accepted to all relays - likely paying a small fee to an API to generate the POW id.
However, this is all just to allow an event to be accepted into the network. Kind of like a miners fee. If you want long term storage of events, you’ll likely pay a relay separately - like as a recurring membership or subscription fee. Likely with other features available too.
