I'd agree; but the cut-off for the free-to-all service will always involve political choices.

But in a general sense I agree that there is always likely to be discretionary health care sector, but the Q. that is harder is what counts as 'discretionary'....

to be controversial, while there are children waiting too be adopted, should we be funding IVF?

I'm not saying I'm on one side or the other of that, but these issues would need to be thought about?
