I specifically said the term washroom to avoid using the term bathroom, which seems like a place a person might think they could take a bath, yet for some reason is common parlance. As a group, english speakers are stupid idiots. I hope we all wash after using the toilet, so I called it a washroom, which is the part of the toilet facilities I recommend be all gender. Perhaps I should just use the term toilet facilities.

You clearly believe "mixed-sex bathrooms" have higher rates of 'incidents' versus binary segregated toilet facilities. I don't believe that. I'm going to need some real data to be convinced otherwise. Literally everyone I know prefers all gender spaces for this. They all say they're cleaner and people engage more in handwashing.
