I have now talked not just to two different federal (executive) agencies, but a member of Congress, all of whom say these two things in the same answer:
1. Funding is through the end of Friday.
2. Funding is until midnight on 11/17.
THOSE ARE TWO CONTRADICTORY THINGS! Midnight on 11/17 is the FIRST minute of 11/17, not the LAST! And I would think the CR text makes clear that it’s that last point that’s true — there IS NO FUNDING on Friday!
